Survey of Challenges and Importance of VCR Model in Big Data

Abstract

In this paper, according to accumulate experience of design and construction of a local government's online government service platform that building a VCR (Value, Capability, Resource) analysis model based on AHP  method in this case, which can give an approach to take care of such issues.
